It is easier to simply build a new front section of the frame with fresh lugs then to re-use what is there. That is very different than saying you can't re-use the lugs. But for a shop bidding a job and considering the time involved, starting with fresh lugs is probably cost effective. To preserve the character of the frame, though, it may be prefered to re-use the lugs.
