Our Vancouverite got the answer partially correct. The rider using it is indeed Gino Bartali. It is however not a Vittoria Margherita, but rather a Cervino derailleur chain tensioner/idler wheel. The Cervino company was founded by Bartali together with one of the Gnieddu brothers who also founded the Vittoria company. Cervino was however actually a completely separate entity as there was some dispute between the two Gnieddu brothers that led one to keep Vittoria and the other go out on his own with Cervino. Bartali used the gear for close to one whole season before returning to Campagnolo. I might be able to bring a bike with a Cervino gear to next year's le cirque.
