Consider that a typical lug wall thickness is about 1.25mm, so a stack of 12 of them would be about 15mm thick. Now go get your jeweler's saw out and try cutting a Hetchins lug pattern in a chunk of 15mm mild steel. I think you'd quickly agree they were punched. Now that I think of it, if you'd simply harden that chunk of 15mm steel, you'd have half of a punch and die set.
