I have seen on-topic-era Ritcheys with partial lugs at joints as well as one I worked on recently of which Dale has pictures, where Tom pared the sides of the fork crown away so that the visual effect is a box with no edges for a crown. Serotta also has used partial lugs on a number of 1990's frames built to dimensions that lugs didn't quite work for.
