I'm pretty sure that most of Roy Cottingham's frames were built with stamped/welded lugs--just like the Hetchins, Condors, and Bill Hurlows of the '70s and '80s. He might have done a few bilaminates, but the top three shown in Mike's catalogue look like normal lugs.

I have a Roy Cottingham catalogue from the '70s that shows his bare lugs. They are pretty much just regular, stamped lugs with no filets. The catalogue pictures of his lugwork are labeled "Hand-cut lugs". There's no mention of bilaminates.

The fancy lug I was passing around at this year's Cirque--I showed it to Richard Sachs and Peter Weigle--was one that I picked up at Roy's workshop (garage) in Ringstead, Northamptonshire. It was definitely stamped/welded.

My Claud Butler Avant Courier--the green frame shown at the bottom of the page--is a good example of bilaminates:
