A mounting in that case by Chater-Lea for the Lamp Bracket. See http://www.flying-scot.co.uk/frame_dtl_pages/frame_braze_on.html Often fitted on the left-hand for export models, and by rumour for some UK time-triallists (easier to see the ditches at the side of the road I guess).
