I get the list via digest, so forgive me if someone else answered this earlier. The fender seen in the picture extends from the fork crown forward, and is simply the front half of a regular front fender. My understanding is that racing bikes of a certain vintage used to have two part front fenders - the larger, rear section was separate, and fastened onto the centerbolt with a separate nut, allowing one to add or remove the fender without needing to readjust the brake. It's a different bag from the "shorty" fenders seen on, say, Chuck Schmidt's vintage Mercian Superlight.
