A number of years back, I was on a ride with a group of friends and flatted on my rear wheel, which was a 630 mm (27 inch) clincher. Turned out that my spare tube had a bad valve, and my original tube was unpatchable.

The guys I was riding with were on tubulars, and, faute de mieux, I wound up mounting a 700c tubular tire on my Weinmann 27 inch rim. It was a very tight fit, and didn't stick up too far past the edges of the rim, but it got me home!

I didn't use (nor need) any glue, it was such a snug fit there was clearly no need.
