The most familair Windsor brand is Mexican. The Windsor Pro was a very good clone of a Cinelli Supercorsa. I have one. Merckx's hour record Colnago carried Windsor decals as the record was set in Mexico city. Lesser Windsor models used Japanese parts and perhaps Japanese tubing. Lotus was the name of a pretty nice Japanese bike line imported into the US in the 80's. I think this was the importer's private label, not sure who made them. A couple who are friends of my wife and I had Lotuses in the mid 80's.
