The thread count as a guide to suppleness would only be valuable as a measure if everybody used the same thread type and layout of the threads. Different thread types and thread layouts flex in different ways, making differences in suppleness. In car tires, radial thread layout designs offer far less rolling resistance than cross-plies. I would expect the same to be true for bike tires too. True radial bicycle tires have however all proven to be less than ideal on anything but wider-section touring tires.
