I have a simple solution to the issue. For years TA built a small front rack, the rack was mounted on the pivot bolts and the mounting bolt. A simple arch with a cable stop at the top and washers to fit under the pivot bolts, the arch must be tall enough to clear the cable yoke.

This is a lot like the stiffener on mountain bike forks, if I can say the words on this list. A good fabricator could build one in about an hour.
