I remember these from the late 70's or very early 80's. I'm pretty sure it was just a licensing deal in which an established Italian bike maker build the bikes with the famous Maserati name and logo. I don't think the car company was actually involved in the design or manufacturing. If I recall correctly, the Maserati brothers weren't even running the car company by that time. I believe they sold out in the 60's and later built small displacement sports cars under the name OSCA.
