I've had a few of these and currently have a Stronglight version on a bike. So I'm certain they're meant for a pin spanner and certain ones do fit. For sure, one of the modern Park tools will work with these headsets.

When those headsets were new, _someone_ was making all sorts of "miniature head" pin tools. I'm certain of this because I've seen headsets that had the same holes on the top locknut, as well as toothed washers (if you've seen an old Stronglight you'll know what I mean) that had holes on the side which were clearly meant to engage some sort of pin tool.
