I dispense with the leather strap, and replace it with three spokes held in place by a couple of brazed-on devices I file up for the job, one end taking the spoke heads and the other securing the spokes and nipples in place. This is a very functional way of keeping the chainstay clean and unmarked, and it provides an alternative home for the spare spokes.
I've seen the spokes on the right chainstay on a couple of touring frames, most notably a Rodriquez I once owned. I always thought carrying spare spokes in the seattube made since, but I have to admit putting them on the chainstay serves a dual purpose plus looks kind of cool. Lou Deeter, Orlando FL
