Actually it isn't. It makes it _easier_, that's the reason for doing it.
The headset wrench will sometimes work, if the cup isn't in really
hard, but more often than not, you'll just wind up wrecking the
wrench...they're not intended for heavy-duty torque.

You've misread the article. I don't say that whenever you remove it you should replace it; I say that if you're not going to replace it, you shouldn't bother to remove it.
It is _not_ necessary to remove both cups to lube the bearings.
