Subject: [CR]Help Identifying a frame

Hi All I rescued a track frame from a hard rubbish collection on the weekend. It has what i suspect to be a thick layer of house paint covering most of it.However the front forks intrigue me.They have a twin plate crown with large arrow head extension down the outside of the blades and the blades taper from 22mm round to 16mm within about 80mm of the top of the blades. It is quite a dramatic reduction. They then taper off to 12 mm toward the bottom Tips are domed. There appears to be some chrome underneath all the paint and the steerer tube shows some sign of blue paint. The frame has 16mm seat stays in a semi fastback arrangement and the lugs are similar in design to the crown. The seat stay bridge is slightly curved and both it and the crown have been drilled for brakes.Judging by the condition of the bridge there was a brake fitted at some stage. The rear facing dropouts have drilled holes for mounting fenders but they are the not within a boss. The chain stays are 420mm to the front of the slots.I cannot find any markings on the frame and will have to remove all this paint to have a further look.I would appreciate any information that anyone can glean from my description Geoff Duke in Melbourne Australia
