What a great find! The raised pedal lip cranks look like a pedal washer is built into the crank. The area where the pedal seats is raised from the rest of the crank. Campy did this on their early aluminum cranks, but your bike does not have them.

Having shiny chrome would never offset the regret you would experience for losing that original finish and decals, I'm afraid. If the rust bothers you, I suggest careful removal with Mothers Chrome Polish and/or 0000 steel wool used gently with oil. When the rust is gone and the shine meets your tastes, clean and cover with several coats of a new silicone wax. Keep the chrome covered and dry and it will be fine. Before using any wax on decals, test. There are rarely problems, but some decals are extremely fragile.
