I haven't got them myself to absolutely tell this, but they look just like those decals currently available to all the bike painters incl. those on this list. If they are what they look like, they have a stiff card stock layer that peels off revealing the face of the decal, then the backing peels off, revealing the adhesive Then the decal is aligned and pressed onto the bike. The front is rubbed with a hard plastic squeegee, then the clear front sheet peeled off to reveal the finished product...
