Subject: [CR]Headbadge restoration

I'm in the final stretch run of ressurecting a 1979 Trek 930. One of the final steps, if not the final step, is to repaint the head badge. The headbadge design is very simple, as can be seen here:

The badge was in very tough shape when I got it, and pretty much would not fit if not cleaned and repainted. How best to approach this project? Cleaning it was not an issue, but repainting it is something I'm not sure how to do. Would I mask it? I'm guessing that won't be all that easy. Since it's only the raised sections that get painted black, would there be some way to roller it? Do I paint it all and then remove the unwanted paint? Would I wax it, then remove the wax from the high spots, paint, then remove the wax? Any ideas?

And then, finding those teeny tiny screws! (The badge was not attached when I got the frame).

Thanks for any and all suggestions.
