If one wishes to keep the bike Keirin legal, this is one way to add a brake. Keirin rules exclude drilled forks or stay bridges for brakes. Therefore the brake must be completely removable, note the add-on plates to secure. The Keirin technical rules are quite strict and type forming. If they were sailboats, they would be almost one-designs.
