The wheels you describe were standard equipment of Peugeot PX10LE's from 1974 on; a significant upgrade from the PX10E's Normandy Luxe Competition hubsets. I think they were also used on the special order PY10's too. The hubs are indeed Maillard 700's and are every bit as smooth and high quality as Campagnolo Record hubs (my opinion of course, nothing to back it up other than significant experience with them). Curved handles does indicate post '77 or so. Very nice wheels; enjoy them.
