Actually, 27 inch would not have been a good choice for touring in Europe then or now, because that size has never been readily available on the Continent. Back in the day, 700c clinchers were very rare in Britain (and the U.S.)
Intenational touring cyclists in the '60s and '70s frequently chose
tubulars, as that was the only size equally available in Europe as in
Anglo-Saxon countries. My wife's Holdsworth was set up that way when
I first met her, for that very reason.

I don't recall ever seeing MaFac brakes on a British bike. I'd think Weinmanns or GBs would be more likely.
