They can but both the plater and the builder (or customer) have to cooperate.
Every tube needs at least 2 holes to allow for complete flushing of the
plating acids. If the builder didn't provide them the customer must because the
plater won't. Stays, fork blades and the toptube are typical problem areas And
the plater must do a good job of flushing.
