I've never seen a lever set like that but I'm certain that if the levers came without the stop/guides it was no accident. Nor did they simply fall off. I know from experience that thay can't be removed without further destruction to the steel part of the lever assembly.

My suspicion is that at some point they realized those stops were superfluous because peaople had stopped using full cable housings for derailleurs. But they must have had a supply of steel mounting pieces that they didn't want to waste. Anyway, that's my theory... Fred Rednor - Arlington, Virginia
