Yes, they (both Prugnat lug Paramounts) are "solid chrome" all though NOT painted.
I have 68XX and 71XXX with P-lug, and 72XXX with N-lug. I have heard many reasons for the change but truth is still under mystery.

I thought there could be more P-lug ones, so asked this list for all Chrome Paramount owners (then we are also looking one in eBay which was P-lug also), but it (my servey) tourned out to be about 30/70 in favour for N-lug. (my collection is 67/33 for P-lug).

I am in a little bit of agreement with this note, more I look N-lug Chrome finish aganist chrome tubing, it is not super attractive. But my painted (Carolina Blue) 65 Paramount with N-lug (chromed) is really outstanding.
In my opinion, chromed N-lug is really great for painted background but not for "all chrome" frame. My eye sight is getting poor (?), it is some- what hard for me to see beauty of N-lug on chrome tubing (too much reflectionsof sharp points??).
