I work in auto repair and this applies to bike repaints repairs as well anytime you get a written estimate at the time you sign the repair order (not recieve the estimate) the person doing the work is bound by the repair order and can't increase it by one penny without additional authorization from you. This applies for the written repair/repaint only - if additional damages are found the shop can request more labor and or materials if you don't authorize then they can't do the job as stated. An estimate is an estimate until a repair order is given and authorization is in writting or by phone. Estimates and repair orders must contain a complete break down of all charges - labor - materials - parts and tax. Consumer Affairs in CA oversees this and as a long time repair and then insurance person believe me what you get into with old bikes and old cars is not always what you bargained for when you quoted the repair. How many of us have found serious problems when we started projects. I have not been privy to all that has gone on with all of you but remember to read - listen and be cautious and you probably will be happy Don't wish for the best better to think the worst and be prepared for it.
