I would not use 2.0mm spokes with those rims (or the CX-18's below). Most of the old rims do much better with plain guage (15ga - 1.8mm or thinner), although I would not be opposed to using 14/15 on the rear drive side. Less critical with the Mavics which were a "newer" design.

I've also got another pair of tubular wheels, a pair of Mavic CX18 rims laced up on low flange Campy hubs. These also need to be respoked. Do I also need to tell my wheelbuilder to not over tension?

CB suggests,

If you have a competent wheelbuilder, you shouldn't have to tell him/her anything!!

And out of the two sets of rims, which are the most sturdy and desirable?

I'll take the Mavics even though they are narrower (but I'm partial to French rims, generally) but those Martanos were OEM on early Masis (and later????) so they are probably more "desirable!"
