Phillipe is from France - maker of bars and stems. They made some really nice steel stems over the years - a production lugged (only the quill to extension part) model that is quite nice. Their alloy stems seem reasonably nice too.

If anyone looks at photos of a typical Rene Herse demontable, the "custom Herse stem" is actually the front section of a steel Phillipe. Again, talking steel demontable stems with the QR, not the alloy ones.
