This is not a Cinelli. Looks like it was made by the Windsor Bicycle Co. in Mexico. They made decent Cinelli clones for half the price. See the CR website: <http://www.classicrendezvous.com/Italy/Mex_classic.htm>.

I've got a 57cm frame by Windsor's sister company, Carabela, that is nearly identical, hanging in my workshop.
