Sounds like a nice project. I recommend Universal Model 61. They stop beautifully, take a wonderful polish, and were commonly used with Campy groups.
This is the way I have built up my 1965 Holdsworth Italia Strada. You might consider setting up the brakes with Campy levers or even Weinmann levers. In so doing, you need to decide where you want the quick releases, and where you want the cable adjusters. I am using Weinmann levers with built in quick release, with the adjusters at the cable stops. I like this system better than the Universal system, which is reversed.
This system works extremely well, and you can get new Weinmann levers with new hoods for cheap.
