I have had this experience on a 54cm frame also. Very disappointing.
Rivendell (no connection other than as a satisfied customer) has a Technomic Deluxe with a 190mm quill, and a Technomic Non-Deluxe with a 225mm quill. Maybe you had the Non-Deluxe.
