You can shorten the stem quill and bolt with a hacksaw and finish it up with file. With a smaller frame the saddle and bar height will remain about the same all else being equal. The top tub is likely to be shorter on a smaller frame but not always.
The Stem bolt can be threaded a little if you need to shorten it more. It is a common metric thread as I recalll. 8x1.25 or 8 x1 me thinks. Measure twice; cut once or keep threading.
