Hi Adam,

There is a list run by phred.org, called Framebuilders, which is populated by people who make bicycle frames, from the greats like Richard Sachs, Darrel McCulloch, etc, all the way down to the wannabe's like me.

Jigs are not strictly necessary to make a good quality frame. They assist a lot in the process, especially when the builder is making a lot of frames and time is money, but with some patience you can make a perfectly straight frame with no jig at all. Indeed, I believe this is the way many English and European builders worked for most of the last century.
