I've got a couple of those stems, megacool. They were usually sold with SR World Champion nicely engraved bars. Perhaps the stem was known as World Champion as well.

2nd part of the question - the bars are attached to an SR Royal stem which looks very similar to the Cinelli 1A design but have a cutout on the front of the clamping section. The bolts are also made out of titanium not steel. Never seen a pair like this before I presume they are not too common?
