It's a Cinelli. A big, portable (not easily!) Cinelli repair stand. It's repainted, no doubt, but the Cinelli name with its trademark "C" is stamped prominently into the steel. So it may actually be Cinelli.

I bought one of these used, in black, about 3 years ago, for well under $100. For that, it functions well, works smoothly, and slides easily enough around the shop.It is clearly not designed for portability. The attachment claw has a very fast screw, so it grabs quickly. There is a smooth adjustment allowing the bike to rotate around the axis of the claw, which is nice. But I'd never claim it is vintage metal. For some things, I still find it easier to use the two hooks screwed into the joists, with the ever-present string loops to grab saddle and bars. WEar it it good health and with joy!
