I think someone ought to design, manufacture, and sell some sort of tracking system. One could epoxy a tiny water-proof "chip" way down in the seat tube. Then, the owner could have a "link" to the chip and look on the internet to see exactly where his/her bike is sitting/moving at any given time on a computer enhanced map.

Ted, that solution is soooo "Palo Alto"... but it would certainly work. They Lo-Jack cars as well as eChipping pets...and soon: Children! Yes, it's coming, the brave new world of constant surveillance, just worry who is doing the surveilling. I have occasionally seen bikes with cards inserted into tubes to help ID them when they turn up at the police warehouse, but I guess the cops don't give priority to opening up bike frames to search for such. Funny, but they must have other things to do. I suppose any serious thief/fence with a real collectors bike would just pop out the chip and throw it into a passing garbage truck.
