Merry Christmas, all!

Here's an honest question from a newbie, without any ulterior motive, etc. Just curious why 1983 was originally chosen as a cut-off date. For instance, I have a mid-'80s Peugeot Bordeaux which has an all steel frame/fork, downtube shifters, toe-clips, etc. Was there technology introduced in 1984 that would render post '83 bikes "modern"? Or is 1983 symbolic for another reason?
