Looks a lot like a 1970 - ish 24.5" Raleigh International to me. "F" serial number, holes for (perhaps) the Heron badge on the HT, Nervex, Raleigh-esque rear c/p brake bridge, etc.... If it's BSC threads, that'd be my vote, based on those pics. I'll bet that all the Record parts that he has up right now also, came from that frameset. 172.5s were often installed on Internationals by Raleigh (sometimes on small frames!) back then. The only thing which suggests a Paramount is the fancy Nervex lugs, and maybe the fact the frame is chromed. I've never seen a Paramount with that BB shell or the semi-wraparound seatstays. This looks like a Swiss bike to me, or maybe on of the high end French marques.
