I would be more inclined to believe that there was a demand for toothed pedals in the 1950s when Campagnolo first made their pedals. These would be riders who didn't use cleats. But yes, a big enough distributor like Holdsworthy could probably order enough product to make it worthwhile to Tulio Campagnolo to make such an item.
