I had a couple of CCM of similar vintage, sadly no racing models. One had post war Dunlop replacements and the other's rusted to the point of failure and replaced with 635mm Indian roadster rims. Post WWII Dunlop produced steel rims and tires in Canada for CCM from what I can tell at least until the late 60's. 28" rims may be either the "English" 635mm or "Canadian" 28" 622mm (700c). For example a wheel I am looking at is marked "V160-MADE IN CANADA- 28 x 1 1/2 F13". This rim currently sports a 700c 622x40 tire
IMHO a 26" 36 spoke Dunlop Endrick EA3 steel rim is very tough when combined with decent amount of spoke tension. Modern tires are readily available although most a lower quality, the Continental Top Touring is a good working tire, but some Kendas look the part with tan sidewalls. I have a pair on my CCM grocery bike which has carried in excess of 300lbs, rider included, many times and had no problems. Just watch out for wet weather braking. For a nice bike using this size I would be tempted to use the polished Sun CR18 rims available at Harris. ( I know such a suggestion may get me drummed off the List.)
The very French 650b (584mm) size may provide a similar look and the size seems to be having a bit of a revival in some circles with a variety of section widths available.
