Don't you mean round section "forks" rather than "tubes"? Anyway, in
England from I think, the '20s through the '60s these bikes were
actually road/track bikes (sometimes called path racers). They were
dual purpose bikes; geometry that would work for either tracks (but not
steeply banked velodromes), grass tracks, time trials, hill climbs and crits.

In America, track bikes were used for road racing clear up through the 1960s since it was almost all criterium style races here.
