I agree David, my only addition is to make sure the wheel is dished correctly (of course that is rudimentary, but how many times are we surprised when it isn't?), and a good starting point is so axle intersects the imaginary line formed by extending the seatstays down through the dropouts. (Any other adjustments to compensate for freewheel/derailleur compatibility aside.) Geez, that sounds so much more complicated than it is!
