There's no way to tell for sure from the photo, but I'm going to guess that this Paramount is wearing its original paint. It is definitely missing the ST decal, which would have been the white panel with Olympic rings, but the downtube decal is correct for that year and the lack of chrome headlugs was typical for the track model. The paint chip on the head tube shows red primer beneath, which is what Schwinn used, at least on black models.
Waterford has nice repro decals for this vintage Paramount.
