Mick is indeed our resident expert in handlebar bends, but "all-rounder" bars were VERY popular in England from the 1930s through the 1960s. They are usually flat, not "raised" and have a considerable sweep back. Very comfortable. Others had little sweep back and the bars went more or less flat out.
All-rounders were common on touring machines in England both gents and ladies and most club bikes with ladies frames offered either the all-rounder pattern or shallow (4 1/2") drop bars. I am sure when these passed from favour, most likely the seventies when it had to be "racing" bars or nothing. I think even the classic touring machine Raleigh offered in the 1970s, the Super Tourer, had more North Road Raised style bars than all-rounders.
