AH! Yes! That's the one. I had it backwards. The upper pulley is offset, but there's no spring loaded upper pivot.

So shifting would be fine on the inner and middle rings of an alpine triple, but just abysmal when on the outer chainring, or on either the middle and outer ring of a half-step triple. This was a truly horrible derailleur.
