My guess: it's a 1969 Raleigh Pro; the lugs, fork crown, and cable stops give it away. The original finish was white with three bands on the seat tube of orange, red, and black. I saw one being worked on at Cyclart 5 years ago--Jim Cunningham, can you look at this and confirm?
