I have the same model mixte. This frame was marketed as both a five speed and ten speed. The five speeds were set up with a single lever and a single chainring. For the ten speeds Simplex made a shift lever clamp that had a lever just on the left side with an opening in the band on the right side that fit around the brazeon. This is the rig I've got on mine. Since you've got a double chainring, your bike is probably missing this lever/clamp.
