The photos of the bike I saw with the taped cable housings where they exited the brake lever bodies was Gino Bartali's Legnano. Bartali would be considered one of the toughest of the tough! But when your hands are hurting day after day in a stage race like the Tour or the Giro you look for relief wherever you can find it.

Yes and sometimes it gets inelegant!
