I just send all my expensive flats to Tire Alert! in Florida.
His work has improved dramatically. Base-tapes are thick, high-quality cloth, glued on very straight and true.
Tires are not as loose going on as they used to be. A little stretched yes, but not very much at all.
the only real drawback is that he apparently cannot replace latex with latex. He uses butyl. This will alter the ride a little, but you're less likely to flat again, and the tire will still feel very nice, compared to any clincher out there.
His prices are ridiculously cheap. And he will, in fact, do just new base tapes..for those of use with nice southeast-asian Clements with the base-tape coming off. 5 bucks per tire for that. And if you've ever tried to reglue an entire base-tape (I have), you know that 5 bucks is equivalent to having it done for free....or better.
Anyway, that's my story and I'm stickin' to it. So to speak.
