Want to hit the brakes by twisting your handlebars upwards? You need a Simplex Guidon Handlebar Stop (apparently). The stem has a dual cable stop welded in front on the lower part of the stem, and the gooseneck part has a pivot in the middle, with a cable-anchor eyelet below the gooseneck head. When you twist the bars up, the eyelet pulls the cables which go into the stop, voila, you bicycle should stop (hopefully) :
